小魔女骑了扫帚在华尔普吉斯之夜，飞到布罗金山，参加魔女舞会。不料被雷雨魔女发现，向魔女头头揭发，她被抓了起来。魔女们斥责她不守规矩，私自参加舞会，要严厉惩罚。魔女头头让她回家，要她在一年里做个好魔女，可得宽恕。小魔女回家后，苦学魔法，用魔法帮助别人，做了许许多多好事。一年后，她又去布罗金山，认为魔女头头会赞赏她，谁知结果却令她感到意外。
