新中国成立以来，百废待兴，我国长三角电力十分紧缺，一座大型水电站建设已迫在眉睫。时值汛期，百年难遇的洪水威胁即将建成的大坝，同时却发生导流通道闸门卡闭的严重问题，亟待潜水员下水解决。命悬一线之际，潜水队长肖健德与队友为拯救大坝与下游百姓做出了生死抉择
